A veneer is a thin porcelain facing bonded to the front of the tooth — around 0.3–0.5 mm of enamel prepared. A crown is a full-reduction cap. When UK patients come home from abroad with "veneers" that are actually crowns, that is the difference they were never shown.

0.3–0.5 mm of enamel prepared on the front face of the tooth only. Porcelain laminate bonded. The tooth remains alive. Reversibility is not complete, but damage is minimal.
1.5–2.0 mm of the tooth reduced on all four sides. The tooth becomes a stump. Often the nerve must be removed first. Irreversible. Useful — but for restorative cases, not cosmetic ones.
If your previous quote called your treatment "veneers" but described full-arch preparation, you were being offered crowns. That may still have been the right answer. But you had the right to know.
